Description

Summary: Tenants should be able to set the numbering system, overriding the default provided by their chosen locale.

Details: Provide a "Numbering system" option that saves a -u-nu-SYSTEM suffix to the locale, enabling the selected numbering system (e.g. Arabic numerals (0-9, "Latn") or Arabic-Hindi numerals, "Arab") to override the default for the selected locale.
