Error with settings -> service points permission

Overview: Error that appears with permission ui-tenant-settings.settings.servicepoints on Bugfest and on Snapshot

Steps to Reproduce:

1. Log into bugfest as user assigned only the permission ui-tenant-settings.settings.servicepoints
2. Click Settings
3. Click Service Points

Expected Results: List of service points appears
Actual Results: Error is generated.
"ERROR: in module @folio/tenant-settings, operation GET on resource 'staffSlips' failed, saying: Access requires permission: circulation-storage.staff-slips.collection.get"

Additional Information: The permission functions as expected after the error message appears - you can create and edit service points.
