Description
mod-configuration supports the storage of both user-level and tenant-level values for the same key by including or omitting a value in the user field, respectively. We do not presently have any user-level settings, but existing queries, intended to retrieve tenant-level settings, must be made explicit by including the phrase userId=="" as part of the query.
