Service point permission errors accessing Settings > Tenant > Locations with limited permission users

Steps to repro:

1. Log into https://core-functional.ci.folio.org/ as a user with only "Settings (tenant): Can create, edit and remove locations" (you can use cboerema/Foli)test1)
2. Go to Settings > Tenant > Locations

Expected: Should be able to CRUD locations without error

Actual:

• When first clicking Locations, I get this error: ERROR: in module @folio/tenant-settings, operation GET on resource 'servicePoints' failed, saying: Access requires permission: inventory-storage.service-points.collection.get
• Same error displays when I drill down and look at a location details
  
• Same error when I edit a location. Also, there are no service points displaying in the dropdown
