"Settings (tenant): Can create, edit and remove locations" not available to assign to users or sets

Steps:

1. Log into folio-testing
2. Go to a user or to Settings > Users > Permission set
3. Attempt to assign this permission to the user or permission set: Settings (tenant): Can create, edit and remove locations

Expected: Permission should be in the menu

Actual: Permission is not in the menu

Additional info: If you do "Assign all permissions", the permission displays in the list. This fact worries me a bit, as I think one of the reasons for having the "Assign all permissions button" was to enable quick permission testing (e.g. checking to see if we lacked permissions for any specific area in FOLIO). Seems like it can't be relied upon for that purpose.Unless we can adjust it so it only assigns permissions in the menu. I'll just have to let the POs and testers know that it has limitations.
