Change "Enable Tags" default

Overview: Per FOLIO-1302, Scenario 3, the Tags app should be enabled by default for a FOLIO tenant. Currently the default is disabled.

Steps to Reproduce:

1. Log into FOLIO-snapshot-stable or folio-testing as diku_admin right after a refresh has been done, to ensure that settings have not be adjusted manually
2. Go to Settings/Tags/General
3. Look at the "enable tags" setting

Expected Results: The default should be checked (enabled)

Actual Results: The current default is unchecked (not enabled)
