Update permission name for Tags settings

Purpose: To make the existing tags setting permission more clear for the users who assign permissions

As an administrator managing user permissions
I want the tags setting permission to be more descriptive and aligned with the other FOLIO permissions
So that I can easily understand it and assign it to users

Scenarios

1. Scenario 1
   • Given the permissions list in the Users app/Edit/Permissions list
   • When viewing the permission currently named Settings (Tags): display list of settings pages
   • Then the user should instead see the name Settings (Tags): Can enable or disable tags for all apps
2. Scenario 2
   • Ensure automated testing coverage for this new code is 80% plus

Notes: Any migration script needed? No, because scope of the permissions is not changing, just the name
