Enable Tags Checkbox in Settings Not Working - All Tenants Get Tags

Steps to repro:

1. Log into folio-snapshot
2. Go to Users and note that the Tags feature is available so you can apply tags to user records
3. Go to Settings > Tags
4. Notice that Enable tags checkbox is unchecked (this isn't correct)
5. Check the Enable tags checkbox and attempt to save change
6. Save button is greyed out as if form isn't dirty

Expected results:

• Tags functionality shouldn't be visible anywhere in FOLIO (e.g. Users, Requests etc) unless Enable tags is checked in Settings.
• Enable tags should be set to yes by default
• Making changes to the enable tags page should make the save button on that page become active so changes can be saved

Actual results:

• Tags functionality is visible when Enable tags is unchecked
• Can't check Enable tags and save changes
