Unable to flag location as remote

Overview: Unable to flag location as remote
Steps to Reproduce:

1. Log into some FOLIO
2. From the Apps dropdown, go to Settings -> Tennant -> Location
3. Select Locations
4. Select Institution,Campus and Library from the available drop downs
5. Select the New button
6. Fill in all required fields and select Yes in the Remote storage drop down

Expected Results: Remote storage systems should be listed in drop downs
Actual Results: The Remote storage drop down only has No (default) available. There is no option to choose a location
