Update remote storage permissions

Purpose: Update permissions to include read and delete (full CRUD permissions)

As a staff person
I want to control who can create, edit and delete remote storage configuration settings

1. Scenarios
   • Given the list of permissions available in the Users app
   • When a staff member wants to add Remote storage configuration permissions to an individual user
   • Then they should see an option for "Remote storage: Create, read, update, delete"
