Rename accession and retrieval configurations

Purpose: To improve the name of this setting, and to create one setting for Accession, Retrieval and Return settings.

User story statement(s): I want one setting that will let me dictate how frequently Accession, Retrieval and Return queues are sent, and what that setting is called.

Scenarios:

1. Scenario:
   • Given Settings > Remote storage
   • When I view remote storage details
   • Then Data synchronization settings are shown in place of Accession and Retrieval settings
2. Scenario:
   • Given Remote storage details
   • When I click edit through the Action menu
   • Then I can set and/or change the Data synchronization schedule
