TLR: Allow user to choose request type when placing request (page, hold, recall)

Purpose: In certain scenarios, a user is only able to place a page request, even when a page is not allowed in the loan policy

User story statement(s):

As a FOLIO user,
I want to be able to choose what type of Request is placed
so that when a request type isn't allowed, I am able to select another type

Scenarios:

1. Scenario:
   • Given a page Request
   • When the request is not successful because a page is not allowed
   • Then I want to choose a different request type from a dropdown (on the original request page) containing 
     • Page
     • Hold
     • Recall
2. Scenario:
   • Given a hold request
   • When the request is not successful because a hold is not allowed
   • Then I want to choose a different request type from a dropdown (on the original request page) containing 
     • Page
     • Hold
     • Recall
3. Scenario: 
   • Given a recall request
   • When the request is not successful because a recall is not allowed
   • Then I want to choose a different request type from a dropdown (on the original request page) containing
     • Page
