Disable validation on reordering for `Page` requests on UI side

    Description

      Now we have validation on UI side, which says us that we can't change position for first request in queue if it's have `Page` status.

      When TLR is enabled we can have case when `Page` request can be not only on the top of the queue. Also we can have case when non `Page` request will be fulfilled in first order.

      So for now we should just disable this check when TLR is enabled, and leave it as it is when TLR is disabled.
