Update "Request not allowed" modal for TLR

Purpose: To create a detail view for both title and item level requests

User story statement(s):

The user cannot create a TRL (item / instance) if the request has already been created (item / instance).

Scenarios:

1. Scenario:
   • Given checkbox for "Allow title level requests" is not selected
     Item Request have been created for item
     User want created Item request for this item one more time
   • When I click on the "Save&close" button
   • Then appears "Request not allowed" modal with text "This requester already has an open request for this item"
2.  Scenario:
   • Given checkbox for "Allow title level requests" is  selected
     Title level request have been created
     User want created title level request for the same title one more time
   • When I click on the "Save&close" button
   • Then appears "Request not allowed" modal with text "This requester already has an open request for this title"
