When duplicating a request with a proxy relationship and attempting to change the requester to a user without a proxy you receive an error

Overview:

When a staff user attempts to duplicate a request and assign to a different user without a proxy relationship, the request cannot be saved.

Steps to Reproduce:

1. Log into Juniper bugfest
2. Find item in inventory with barcode: A107827917
3. View the request queue
4. Select the request for user: Buch, Martina E, barcode: 13579
5. Select "Duplicate" from the action menu
6. Cancel the select proxy modal
7. Change the requester barcode value to 10191
8. Override block if necessary
9. Set pickup location, if necessary
10. Save the request

Expected Results:

Request is saved successfully, or another expected error (i.e. request not allowed for this patron/item combination)

Actual Results:

Receive modal with "proxyUserId is not valid" (see attached screenshot)
