Create new request filter

Purpose: Create a new request filter for title (instance) level requests specifically

User story statement(s):

As a librarian,
I want a new filter 
so that I can filter on only open title level requests

Scenarios:

1. Scenario:
   • Given Request permissions https://docs.google.com/spreadsheets/d/1IJnlWvi4k-wFatDNimx9fQ375evHSIIxtGMookHvs-I/edit?usp=sharing 
   • When I have the permission
     • Requests: View
     • Requests: View, create
     • Requests: All permissions
     • Requests: View, edit, cancel
   • Then the following scenarios are true
2. Scenario:
   • Given Request permissions
   • When I do NOT have the permission
     • Requests: View
     • Requests: View, create
     • Requests: All permissions
     • Requests: View, edit, cancel
   • Then the following scenarios are not possible and I cannot search and filter requests
3. Scenario:
   • Given title level request settings
   • When Allow title level requests IS selected
   • Then scenarios 5 through 10 are enabled 
4. Scenario: 
   • Given title level request settings
   • When Allow title level requests is NOT selected
   • Then the accordion and filters described in scenarios 5 through 10 do NOT appear 
5.  Scenario:
   • Given a Request queue
   • When I view the filters in the lefthand column
   • Then I see a third accordion called "Request level"
6. Scenario
   • Given the filters in the lefthand column of a request results page
   • When I view the Request level accordion
   • Then the following check boxes appear
     • Item
     • Title
7. Scenario
   • Given the Request level accordion
   • When I select ONLY Item
   • Then only Item level request data appears
8. Scenario
   • Given the Request level accordion
   • When I select Item AND any other filter in the lefthand column
   • Then only Item level request data associated with the other selected filters appears
9. Scenario
   • Given the Request level accordion
   • When I select ONLY Title
   • Then only Title level request data appears
10. Scenario
    • Given the Request level accordion
    • When I select Title AND any other filter in the lefthand column
    • Then only Title level request data associated with the other selected filters appears
