Empty rows at the bottom of user search and select popup

    Description

      Steps to Reproduce:

      1. Log into https://bugfest-honeysuckle.folio.ebsco.com/ as folio/folio
      2. Go to Inventory and find an item
      3. From the item click to add a new request (actions menu)
      4. In the requestor lookup popup, search for "book"

      Expected Results: Should show the matching results with no empty rows a the bottom (just "end of list" text)

      Actual Results: Shows a bunch of empty rows

      Additional Information: If you search by "Cate" instead of "Book", there are fewer results and no empty rows at the bottom
