Steps to repro:

Log into folio-testing
Go to Items or Inventory and copy the barcode of an item that is Available
Go to Requests
Click New and choose Hold for the request type and paste the barcode into the item field
Select any requester
Hit Create Request

Expected: Error validation message should be displayed with the field saying "Only checked out items can be held"

Actual: Ugly system error is thrown (see attached) and request isn't created
