Patron block modal for Requesting should display up to 3 blocks, with Automated Patron Blocks on top of Manual Patron Blocks

Overview:
The patron block modal is not displaying the proper amount of patron blocks per the standard, which is to display the automated patron blocks first, followed by manual patron blocks in descending order by date/time created. In this case, the patron has 2 automated patron blocks and 3 manual patron blocks.

Steps:

1. Login to https://bugfest-goldenrod.folio.ebsco.com/
2. For a user, establish 2 automated patron blocks
3. For the same user, add 3 manual patron blocks
4. Attempt to do a Request for this user

Expected results:
The patron block modal displays 2 automated patron blocks first, then the most recent manual patron block, for a total of 3. The other 2 manual patron blocks may be viewed by pressing the View block details button...

Actual results:
There are too many blocks displaying (5 versus 3) and in the wrong order (automated should be on top of manual)...
