Bugfest: Hold shelf clearance showing SP not selected error

Overview: Error in trying to download the hold shelf clearance report for Regenstein service point.

Steps to Reproduce:

1. Log into bugfest-goldenrod as User dbranchini
2. Switch service point to Regenstein Circulation, 1st Floor (this doesn't repro for other service points)
3. Go to Requests "app"
4. Select Actions > Export hold shelf clearance report for Regenstein Circulation, 1st Floor

Expected Results:
Download/export report

Actual Results:
Received error that I was not associated with service point and also a system error saying it couldn't fetch the expired holds. See screenshots.

Additional Information:
I switched to the Eckhart service point and I was able to download the report successfully. We're also having problems with Print pick slips for Regenstein Circulation, 1st Floor which leads me to believe it might be corrupt. See UIREQ-487.
