Permission error when creating requests with limited permissions

Steps to Reproduce:

1. This was found in BugFest but probably also repros in snapshot https://bugfest-goldenrod.folio.ebsco.com/ (folio/folio)
2. Create a user with only one permission: "Requests: View, create"
3. Log into FOLIO as that user
4. Go to Requests and either create a new request from scratch or duplicate an existing one

Expected Results: Should be able to request without error

Actual Results: Error message displays

Additional Information: Once you click away the message, you are able to create the request

This is a regression. Can we get tests on it so it doesn't regress again?
