Unable to "View block details" from "Patron blocked from requesting" modal

This bug fix will be part of the hotfix release to Q1 2020 on April 27. The fix needs to be tested on SNAPSHOT and released by the end of the business day on April 24.

Note:

• I cloned this issue so I am unable to remove the Sprint setting. Sorry.
• Sorry for the delay in reporting this issue. The tested forgot to reassign the test case to me.

Steps

1. Go to the User Information page for Ricky Commander at https://bugfest.folio.ebsco.com/users/preview/a8cebd31-24a4-4ca3-93a3-1573e61d9e9d?filters=active.active&query=commander&sort=name
2. Note that the patron has a Patron Block, blocking him from requesting, renewing and borrowing
3. Expand the Requests accordion
4. Press the Create request button
5. The Patron blocked from requesting modal will appear, which is correct:
   
6. Press the View block details button to see more information about the block

Expected Results
The User Information page for Ricky Commander opens: https://bugfest.folio.ebsco.com/users/preview/a8cebd31-24a4-4ca3-93a3-1573e61d9e9d?filters=active.active&query=commander&sort=name

Actual Results
Nothing happens

1. This works on SNAPSHOT.
2. This works on the Patron blocked from renewing and Patron blocked from borrowing modals in BugFest
