Permission Holdshelf clearance report error when accessing Requests with "Requests all permission"

    Description

      Steps to repro:

      1. Log into BugFest https://bugfest.folio.ebsco.com/ as cfoster/foliotest
      2. This user has only Requests: All permissions
      3. Click the Requests app icon

      Expected: Should be able to do everything in Requests without error

      Actual: Get error message

      Additional info: I tried this in snapshot with user cboerema/F0li0test1! and was unable to repro so it seems to be a problem with BugFest only?
