Wrong menus showing when duplicating request when not logged in as diku_admin

    Description

      Steps to reproduce:

      1. In folio-snapshot create a new user with Requests: All permissions (I created cboerema)
      2. As diku_admin, create a page request on an available item with fulfillment preference = delivery
      3. Now duplicate the request and choose a requester that doesn't have the ability to make delivery requests
      4. Everything works fine
      5. Now log into folio as cboerema
      6. Go to Requests and open the original delivery request
      7. Select Duplicate from the menu
      8. Pick a requester that doesn't have the ability to do delivery requests

      Expected: Should show the Fulfillment preference menu with Hold shelf selected and the menu for selecting the service point for pickup

      Actual: Shows the Fulfillment preference menu with Hold shelf selected and the menu for delivery address. Can't save request. Why would what I see differ depending on who I am logged in as here??
