Duplicate not working when have "Requests: View, create"

Steps to repro:

1. Log into folio-snapshot
2. Create a new user and give them only Requests: View, create
3. Log out and log in as new user
4. Go to requests and find a request that is open
5. Click pane header dropdown to view options
6. Select duplicate
7. Attempt to duplicate request

Expected: Duplicate should work when you have only "Requests: view, create" (see comments on UIREQ-109).

Actual: Duplicate is in the menu when you have only "Requests: view, create" , but you are unable to save a duplicated request.
