When editing hold shelf expiration date, time should be 11:59 pm

This was spun off of CIRC-543 (Hold shelf expiration time should be 11:59 when specified in days, weeks or months)

Steps to repro:

1. Set Circ desk 1 to have hold shelf expiry specified in days, weeks or months (e.g. 3 weeks)
2. Check request in at Circ desk 1
3. Hold shelf expiration date is today plus 3 weeks with time of 11:59 (this is correct as described in CIRC-543)
4. Now edit the request and change the Hold shelf expiration date to 1 day later

Expected:

• Show date/time picker (same component from check in)
• Time should populate with the current expiration time for the request
• Should be possible to edit

Actual: The expiration time is the current time (it's no longer 11:59)
