Test: Make sure delivery requests work with the Move requests feature

Scenarios:

1. Scenario:
   • Given a delivery request that is Open - Not yet filled
   • When moved
   • It should be able to be moved anywhere in the queue except for above a page request or another type of request that has begun fulfillment (so is not Open - Not yet filled)
2. Scenario:
   • Given a delivery request that is Open - Awaiting delivery
   • When moved
   • It should not be moveable from the top of the queue, as fulfillment has begun
3. Scenario:
   • Given a delivery request that is Open - Awaiting delivery is at the top of the queue
   • When something is moved above that request
   • It should not be allowed, as you cannot put another request above one that is not Open - Not yet filled
