Requests on item link in requests not taking you to the requests queue

Steps to repro:

1. Log into folio-snapshot
2. Go to Inventory and find an instance with items
3. Open the item and, using the pane header dropdown, create a request for that item
4. Complete the new request form and save
5. Then return to inventory and create a second request for same item
6. Complete request form and save
7. Click on the "Requests on item" count on the request details

Expected: Should pre-filter the request search results to only show those in the request queue for this item (same behavior as if you click the "view requests in queue" link further down in the request details). This should be all requests on the item with an open status.

Actual: Shows all request with open status
