Able to recall item for patron that has item checked out already

While testing Request patron blocks, I noticed that I was able to request a Recall of an item for a patron even though that very patron had the book checked out already. This doesn't make sense. A message should have appeared stating that a recall was not necessary since the patron already has the item they are trying to recall. The patron used was Åberg, Dino (Chalmers_student) and the book was Total quality management handbook (120252305X). I have attached a screen print.
