Blocked Request should not be cleared when user checks Block Details

While testing the Q4 2018 release at http://folio-q4-core.aws.indexdata.com on January 10, Holly discovered that when she pressed the Block Details button from Requests the request was cleared out. This should not happen because the request may be allowed to go through by deleting the patron block or overriding it (a future enhancement). See the attached screen prints for details (there is an assumption that the a patron block already exists).
