POL details displaying under Title information accordion

Overview: Purchase order line information is currently included in the title information. This is confusing users. Also, it is not clear whether the title relates to a closed order or not and this is important information to the receiving librarian.

Acceptance criteria:
Given user has selected a title
When viewing title record
Then Title appears above the title information accordion
AND Title information accordion is closed by default
AND POL details do not appear in title information accordion

Given user has selected a title
When viewing title record
Then there is a 'Purchase order line details' accordion that appears below the title information accordion

Given user has selected a title
When viewing Purchase order line details accordion
Then the POL number, Expected receipt date and receiving note display

Given user has selected a title
When the related purchase order has a workflow status of closed
Then an alert appears at top of title with message - "Purchase order is closed - [reason for closure]"
