Create three pane layout for receiving

Purpose: This will allow the user to search the receiving items by title and see information relating to multiple orders. It will also facilitate the ability to link multiple titles to a given POL.

Acceptance criteria:
Given the user can access the Receiving UI app
When user arrives in Receiving app
Then they see a three pane layout
AND when arriving from an order, a search for title has been executed using the PO number of the PO or POL they came from Covered by a separate issue

Given the user has arrived at receiving
When looking in the top right corner of the screen
There is a "New" button for creating new titles
