Select instance plugin on "create title" form, throwing error

Overview: User with all receiving and orders permissions still can not search for title from the "Create title" form.

Steps to Reproduce:

1. Log into bugfest-iris with user that ONLY has "Receiving: View, edit, create" perm
2. Navigate to Receiving app
3. Click new
4. Click Title Look-up

Expected Results: Search plugin opens and user can execute a search for instances in inventory. Selecting and instance connects it to the Title/POL record

Actual Results: Search plugin appears but when attempting a search the systems throws an error. "Error 403: inventory.instances.collection.get"
