Permission: Duplicate and create a new MARC bibliographic record

As a system admin
I want to ensure that only certain staff members have the ability to create a new MARC bibliographic record

Requirement

• Create a new UI permission titled - quickMARC: Duplicate and create a new MARC bibliographic record
• User assigned this permission
• Sees the Duplicate new MARC bibliographic record action under the Actions menu dropdown on an Inventory Instance record with Source = MARC
• AND able to Duplicate a MARC bibliographic record

Acceptance criteria

Given user is assigned the permission [quickMARC: Duplicate and create a new MARC bibliographic record]
When s/he goes to an Inventory instance record with Source = MARC
AND opens the Actions menu dropdown
Then display the Duplicate MARC bibliographic record action

Given user is not assigned the permission [quickMARC: Duplicate and create a new MARC bibliographic record]
When s/he goes to an Inventory instance record with Source = MARC
AND opens the Actions menu dropdown
Then do not display the Duplicate MARC bibliographic record action

Given user is assigned the permission [quickMARC: Duplicate and create a new MARC bibliographic record]
When s/he selects the Duplicate MARC bibliographic record action on an Inventory instance record
Then s/he should be on the Duplicate/Create new MARC bibliographic record
AND s/he should be able to make update AND save record
