Create Orig Authority Record: Generate 005 and 999 for new MARC authority record

Purpose: To add system-generated values in the newly created MARC authority record.

Requirements:

• Generate and populate the date/time stamp of creation in the 005
• Generate and populate the 999 UUID

Scenarios:

1. Scenario:
   • Given the user is creating a new MARC authority record
   • When the user hits "Save & close
   • Then the 005 and 999 should be generated
