Create Orig Authority Record: Open new record in quickMARC UI

Purpose: To provide the user a way to create a new authority record within the quickMARC UI.

User story statement(s): As a cataloger, I need the ability to create a new MARC authority record so that I can add local authorities/create a new authority that doesn't exist.

Requirements: 

• Generate a new MARC authority record in the quickMARC UI
• Paneheader (first line): "Create a new MARC authority record"
• Paneheader Status (second line): "New"

Scenarios:

1. Scenario:
   • Given the user has the permission "quickMARC: Create new MARC authority record"
   • When the user selects the option to add a new MARC Authority Record from the  "Actions" menu within the MARC authority app
   • Then the quickMARC UI should appear AND
     • Paneheader (first line) should read: "Create a new MARC authority record"
     • Paneheader Status (second line) should read: "New"
