Permission: quickMARC: Create a new MARC holdings record

As a cataloger
I want to decide who has the ability to create a new MARC holdings records
Because not everyone on the library staff should have the ability to do so since it impacts our catalog

Requirements

• Create a new permission titled - quickMARC: Create a new MARC holdings record
• This permission allows a user to Create a new MARC holdings record via quickMARC
• AND thus an assigned user to this permission will see the Add MARC holdings record option under the actions menu
