Description
Purpose:
To enable a user to manually run the bursar export. This would generally happen only to correct an earlier automated run that had a data error etc.
User story statement(s):
As a FOLIO user with the "Bursar admin" permission,
I want to be able to click a button labeled "Run bursar export"
so that the bursar export will immediately launch.
Scenarios:

- Given the user has the "Bursar admin" permission
- When the user clicks the button "Run bursar export"
- Then the bursar export is launched and the generated text file is sent to the FTP address set in FOLIO's bursar settings.
