When opening Orgs app, default filtered to Active & Pending

Purpose: To hid the inactive organizations when a user first views the Organizations app search results

As a staff person
I want to see a refined list of organizations when I open the app
So that I don't have to look through or filter out the inactive organizations

1. Scenario 1
   • Given the Organizations search results list
   • When a user first opens the Organizations landing page or goes back to the landing page by clicking the Organizations app icon on top left
   • Then the results list should be filtered to only display Organizations that are
     • Pending or Active
     • Which means that Inactive Organizations are not displayed by default
2. Scenario 2
   • Ensure automated testing coverage for this new code is 80% plus and confirm with screenshot
