Restrict deletion of Types in settings

Purpose: Allow user to create and manage organization types in organization settings so that organization records can be organized by type. 

User story statement(s):

As an administrative user,
I want to be able to create organization types
so that we can identify organizations of a certain type for various reports

Scenarios:

1. Scenario:
   • Given user has defined Type(s)
   • When user clicks Trash can icon in table
   • Then user is intercepted buy delete confirmation modal
   • AND if confirmed then type is deleted from list
2. Scenario:
   • Given user has defined a Type(s)
   • When user clicks Trash can icon in table
   • AND Type is currently referenced in existing Organization(s)
   • Then user is intercepted buy delete confirmation modal
   • AND Delete action is disabled
   • AND message is displayed in modal "This Type cannot be deleted as it is in use by one or more records"
3. Scenario: (Defaults not needed)
   • Given system has defined default Types
   • When user is editing default Types
   • Then they can edit labels but not delete these Type(s)
