Filter locations by institution / campus / library hierarchy

Purpose: To filter locations by the institution / campus / library hierarchy they belong to

User story:
As a FOLIO administrator, given the hierarchy of values defining locations for my institution(s) that I associate with holding and item records, I want to filter locations to limit them by library.

Scenarios:

1. Scenario:
   • Given Settings > Organization > Libraries
   • When displayed
   • Then library-names should be links to the locations page with locations filtered such that only those belonging to the given library are displayed
2. Scenario:
   • Given Settings > Organization > Locations
   • When displayed
   • Dropdown lists should be present for institutions, campuses, and libraries that function together to filter the list of locations that are displayed
3. Scenario:
   • Given Settings > Organization > Locations
   • When displayed
   • The URL should for each collection of institution / campus / library filters should be unique and persistent so it is possible to bookmark the URL and return to the locations page and see the same set of filters applied
