Type Ahead in Location Details Name Field

Purpose: To enhance the location crud UX to provide better consistency. This suggestion came from the RA SIG.

User story: As an administrator who is creating location records, I want to have type-ahead in the "Name" fields of Location Details so I get some guidance as to which names are being used in my FOLIO installation and I can re-use where possible.

Scenarios:

1. Scenario
   • Given the location create and edit forms at Settings > Organization > Locations
   • When I type into the Name field in the Location details section
   • Then folio should provide auto-complete suggestions based on the names entered for other locations in folio
2. Scenario
   • Given a location in FOLIO has a Location details name/value pair with the Name "Foo"
   • When I type "F" or "Fo" into a Name field in the Location details section
   • Then folio should provide Foo as an auto-complete suggestion
3. Scenario
   • Given only one location in FOLIO has a Location details name/value pair with the Name "Foo" AND that location detail name/value pair with the Name "Foo" has been deleted and the record saved
   • When I type "F" or "Fo" into a Name field in the Location details section
   • Then folio should NOT provide Foo as an auto-complete suggestion
