Libraries: New Button Should be Hidden Until Institution and Campus are Selected

1. Scenario

• Given Settings > Organization > Libraries
• When Institution and Campus are not selected
• Then:
  • The warning "Please select an institution and campus to continue" should display
  • The "Libraries" header, "+ New" button, and library-list should be hidden
• When Institution and Campus are selected
• Then:
  • The warning "Please select an institution and campus to continue" should be hidden
  • The "Libraries" header, "+ New" button, and library-list (filtered by institution and campus) should display

1. Scenario
   • Given Settings > Organization > Libraries
   • When Institution and Campus are not selected
   • Then:
     • The New button should be disabled
     • The button should have hover text reading "Institution and campus must be selected to add a library"
     • The "Libraries" header should not display
     • The "There are no libraries" test should not display
