Two areas are showing as selected when accessing Controlled Vocab CRUD for Institutions

Steps to Repro:

1. Log in as diku_admin using http://folio-snapshot-stable.aws.indexdata.com/settings/organization/location-institutions
2. Go to Settings > Organization > Locations > Institutions

Expected: Upon entering Organization, Key bindings will default to selected and info for Key bindings will display in view mode. If user selects an area under Locations, that item should become selected, and Key bindings should no longer be selected.

Actual: Two areas are displaying as selected.
Fixed - working properly now.
