Remove fee fine owner from service points settings page

    Description

      It has been decided that service points do not act as a fee fine owner (at least, the field is being removed from them).

      This field needs removing from the UI before the property can be removed. (There may need to be a second stage to this, in order to change the interface dependency to the new major version, which might be a separate issue)
