Library CRUD: Add Locations Column

User story:
As an administrator who is managing FOLIO libraries, I want to know how many locations are using a given library

Scenarios:

1. Scenario:
   • Given Settings > Organization > Location setup: libraries
   • When a library is displayed
   • Then a # of locations column should display as shown in the below linked mockups
2. Scenario:
   • Given the # of locations column
   • When displayed
   • Then it should populate with the count of location records using this library
3. Scenario:
   • Given Library A is in use in only one location: Location L
   • When Location L is deleted OR edited to use a different institution
   • Then the count of locations displaying for Campus A should decrease by 1
