setting pages incorrectly shows locale as "English - United States"

The Settings > Organization > Language and localization page incorrectly displays "English - United States" regardless of the selected locale.

Expected behavior

The selected local would reflect the set locale

Actual behavior

Once set, the displayed locale is always "English - United States", regardless of the actual set locale.

Steps to reproduce

1. Visit Settings > Organization > Language and localization and set the locale to something other than "English - United States", e.g. "German - Germany". Note the console log value, "stripes (action) changing locale to de-DE" and the supporting text changes to "Wählen Sie das Sprach..."
2. Visit any other page
3. Return to the Settings > Organization > Language and localization page and note that the locale select-menu lists "English - United States" but the supporting text still reads "Wählen Sie das Sprach..." and there are no "changing locale" console log messages.
