New invoice action (PO details)

Purpose: 

1. Creating invoices manually is a slow process that requires copying and pasting ID numbers (POL number) and navigating between multiple apps

User story statement(s):

As an ordering librarian
I want to have the ability to easily create invoices from Orders

Scenarios:

1. Order is open or closed
   • Given order has one or more POL
   • When order is in workflow state Open or Closed
   • Then "New invoice" action appears in order action menu
2. Order is open or closed
   • Given order is in workflow state Open or Closed
   • When order has one or more POL
   • Then "New invoice" action appears in order action menu
