Grant budget permissions for Fund Distribution current encumbrance amount hyperlink

Purpose: Allow user to quickly identify the encumbrance transaction of a POL

User story statement(s):

As a finance user,
I want to be able to see the encumbrance transaction view easily
so that so I can release an encumbrance when needed

Scenarios:

1. Scenario:
   • Given user is viewing POL
   • When Fund distributions is displayed with current encumbrance amount
   • Then amount is a hyperlink to the encumbrance transaction details view
   • User has "finance.budgets.collection.get" permission
