Do not show ongoing order accordion for One-time orders

Overview: Ongoing order accordion now appears on order form for all order types.

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Click Orders app
3. Create order
4. Select type = One-time

Expected Results: Ongoing order accordion is hidden

Actual Results: Ongoing order accordion always displays but only the subscription field. 

Additional Information: Ongoing order information is not editable for one-time orders
